Technology typically represents 4–7% of total project capital expenditure — and remains one of the largest controllable operating costs, and largest revenue enablers, for the life of the property.
This catalogue defines the complete portfolio of services the combined technology and digital function — the full CTO and CDIO mandate under one leader — provides to the development and to the operating business. It spans the engineering estate a CTO classically owns, the digital and information estate a CDIO is hired for, and the transformation discipline that binds the two into measured business outcomes.

Four Phases, One Programme
Design & Planning
T-60 to T-36 months. Technology requirements embedded into the architecture, engineering and commercial fabric of the project. Errors here are the most expensive of the entire programme.
Construction & Fit-Out
T-42 to T-9 months. Passive infrastructure and systems physically delivered in coordination with the main works — cabling before ceilings close, systems integrated as spaces hand over.
Pre-Opening & ORAT
T-12 months to opening. The property is proven and the organisation made ready: end-to-end testing, certification, mass training, trial operations and go/no-go gates — then hypercare.
Operations & Optimisation
Opening onward. The permanent business of running, securing and continuously improving the estate — 24/7 operations, regulated change, optimisation, refresh and expansion.
